Cigar lighter (power outlet) fuses in the Mitsubishi Outlander are the fuses #13 (Cigarette lighter / Accessory socket), #19 (Accessory socket) and #23 (115v power outlet) in the Instrument panel fuse box.

Fuse box location
Passenger compartment
It is located behind the cover to the left of the steering wheel.
A – Main fuse block
Open the personal compartment and pull to remove it.
B – Sub fuse block
Remove the personal compartment in the same way that you would with the main fuse block, use the fuse remover to pry loose the 2 clips (E) on the bottom cover.
Engine compartment
The fuse box is located in the engine compartment (left-side).

If the wire is broken, the fuse is blown (but sometimes a fuse can look completely normal and still be blown and in need of replacement).
