Cigar lighter (power outlet) fuses in the Subaru Tribeca are the fuse #13 (Cargo socket) in the Instrument panel fuse box, and fuse #2 (2008-2009) or #4 (2010-2015) (Console socket) in the engine compartment fuse box.
