Cigar lighter (power outlet) fuse in the Volkswagen Up is the fuse #36 in the fuse box underside of the dash panel.

The fuses are on the left side of the dash panel behind a cover.
2 – Fuses on the underside of the dash panel (Fuse holder C (-SC-)):
The fuses are located underneath the steering wheel on the underside of the dash panel.

It is located in the engine compartment, on the battery.
