Cigar lighter (power outlet) fuse in the Citroën C4 Cactus is the fuse F16 in the Instrument panel fuse box.

The two fuse boxes are located in the lower dashboard, below the steering wheel (Left-hand drive vehicles) or at the glove box (Right-hand drive vehicles).
