Cigar lighter (power outlet) fuse in the Citroen C3 is the fuse №9 in the Instrument panel fuse box.

Left-hand drive vehicles:
It is located below the dashboard behind the cover.

Right-hand drive vehicles:
It is located in the lower glovebox compartment.

To access, open the glove box, pull the handle on the fuse box cover.
