Cigar lighter / power outlet fuse in the Chevrolet Cruze is the fuse №F4 (Front power outlet) in the Instrument panel fuse box.

It is located behind the cover in the central console under the HVAC controls.
To access:
1) Open the cover by pulling out at the top;
2) Remove the lower edge of the cover;
3) Remove the cover.
